The invention discloses a door and window base-free lever handle with a child safety lock. A first square shaft is installed on a handle through a screw, the first square shaft is connected with a linkage shaft sleeve through a locking movable shaft, one end of the linkage shaft sleeve is provided with a positioning shaft shoulder, a key groove is formed in the linkage shaft sleeve, a spring groove is formed in the key groove, and a locking spring is placed in the spring groove; the locking spring abuts against the locking movable shaft, the other end of the linkage shaft sleeve is connected with the second square shaft through a fixing bolt, the linkage shaft sleeve is sleeved with a fixing base, the fixing base is fixedly installed in the door and window frame, a clamping groove is formed in the inner diameter of the fixing base, and the clamping groove corresponds to the installation position of the locking movable shaft. Before the handle is rotated, the pulling-out action is set, so that opening of the door and window can be completed under the condition that adults think and orderly operate the door and window, direct mistaken opening of children is avoided, and the safety coefficient of door and window use of families with children is increased.
