The invention relates to a tensioning and anchoring device for applying prestress to a CFRP (carbon fiber reinforced plastic) rib, which comprises an anchorage device, two anchoring discs, a tensioning end plate, a fixed end plate and a screw rod, the two anchoring discs are respectively connected with the tensioning end and the fixed end of the CFRP rib; the tensioning end plate and the fixed end plate are respectively connected with the two anchoring discs through bolts; the screw rod is connected with the tensioning end plate; the anchorage device is connected with the tensioning end and the fixed end of the CFRP rib and clamped in the anchoring disc. Compared with the prior art, the tensioning and anchoring device can be used for tensioning and anchoring the CFRP ribs, is simple in structure, high in mounting speed, free of glue bonding, convenient to mount and dismount, capable of shortening the construction time, capable of being repeatedly used, clear in stress, capable of uniformly tensioning the multiple CFRP ribs at the same time and capable of improving the tensioning efficiency.
