The invention provides submicron spherical zirconium oxide powder, a preparation method and zirconium oxide ceramic, raw materials for preparing the zirconium oxide powder comprise a main material and a dispersing agent, the main material comprises zirconium oxychloride, urea and pure water, the component ratio of the main material is zirconium oxychloride: urea: pure water = (45-51): (9-15): 40, and the dispersing agent is a dispersant. The dispersing agent accounts for 0-5% of the mass of the main material; the zirconium oxide powder is prepared by the following steps: S1, mixing raw materials; S2, reacting and crystallizing; and S3, removing impurities. The preparation method of the prepared submicron spherical zirconium oxide powder is simple in process and low in production cost, and the zirconium oxide powder is less in agglomeration, high in sphericity degree and narrower in particle size distribution.
