The invention discloses a controllable low-strength backfill material which comprises cement, blast furnace slag, fine sand and iron tailings according to the mass part ratio of (9-11): (9-11): (30-40): (40-50), NaOH is added into the backfill material to serve as a cement exciting agent, and the content of the NaOH is 0.5% of the mass of a gel material. The particle size of the iron tailings is smaller than or equal to 1 mm, the mass ratio of the blast furnace slag to the solid is 5%-12%, the mass ratio of the fine sand to the solid is 30%-40%, the water-solid ratio is 0.35, the mass ratio of the blast furnace slag to the solid is 5%-12%, and the unconfined compressive strength of the backfill material is 5-8 MPa; the mass of the fine sand accounts for 30%-40% of the mass of the solid, the water-solid ratio is 0.35, and the slump expansion degree of the backfill material is 200 m-250 mm; when the particle size of the iron tailings is smaller than 1 mm, the heavy metal reaches the standard of Identification Standard for Hazardous Waste Identification for Extraction Toxicity (GB5085.3-2007).
