The invention provides a coal gangue-ardealite composite cementing material which comprises raw materials and additives, and the raw materials comprise ardealite, coal gangue, cement and quick lime; the mass ratio of the ardealite to the coal gangue to the cement to the quick lime is (30-70): (20-36): (8-12): (4-20); the mass ratio of the raw materials to the additive is 100: (4-7); the ardealite comprises undisturbed ardealite and semi-hydrated ardealite; the additive comprises a water reducing agent and water glass. The invention further provides a preparation method and application of the coal gangue-ardealite composite cementing material. The mechanical property and the water resistance of the composite cementing material are regulated and controlled by controlling the proportion of the undisturbed phosphogypsum to the semi-hydrated phosphogypsum and the proportion of the quick lime to the coal gangue, and the composite cementing material has the characteristics of simple process, low cost, high comprehensive utilization rate of a large amount of solid waste phosphogypsum and the coal gangue, good comprehensive performance and the like.
