The invention discloses a ceramic oxygen permeation membrane with double protective layers and a preparation method and application thereof, and belongs to the field of mixed conductor oxygen permeation membranes. The method comprises the following steps: preparing biphase metal oxide initial powder by taking fluorite type oxide and perovskite type oxide as raw materials, and pressing the biphase metal oxide initial powder into a green body; placing the green body on an Al2O3 corundum sheet, and carrying out one or two times of high-temperature sintering to obtain a ceramic oxygen permeation membrane with a three-layer structure; during high-temperature sintering, at least one side of the surface of the green body is in contact with Al2O3; the three-layer structure comprises a single-phase compact protection layer on one side, a mixed conductive oxygen permeation layer in the middle and a single-phase compact protection layer on the other side. The fluorite structure protection layers on the two sides of the oxygen permeation membrane are thin, compact, mixed in electric conduction, resistant to reduction and CO2 corrosion and matched with the middle layer in a thermochemical mode, so that the oxygen permeation membrane has stability and oxygen permeation performance. The method has the advantages of simple process, low cost and easiness in large-scale preparation, and is expected to be widely applied to the fields of ceramic membrane reactors, solid oxide fuel cells, high-temperature electrolytic cells and the like.
