The invention discloses a soil fastening device capable of preventing water and soil loss, which comprises a positioning plate, a fixing plate and a fixing plate, the drilling anchor rod is coaxially and vertically fixed on the positioning disc, and one end of the drilling anchor rod extends into a drill hole and is anchored in soil; the multiple inner fastening supporting frame assemblies are arranged in an arrayed mode, and all the inner fastening supporting frame assemblies are coaxially fixed to the drilling anchor rod; the top position support is arranged in the positioning disc in a relative sliding mode, and one end of the top position support is connected with the inner fastening supporting frame assembly; a propelling cylinder is arranged outside the jacking bracket and is coaxially erected outside the jacking bracket; the side frame rods are arranged in a circumferential array mode, and all the side frame rods are fixed to the top position support; and the peripheral pressurizing assemblies are arranged corresponding to the side frame rods, and the peripheral pressurizing assemblies can fasten and pressurize the upper portion of soil around the drilled hole.
