The water-retaining agent is prepared from the following components in parts by weight: 1-5 parts of cellulose ether, 1-3 parts of CTAB (Cetyltrimethyl Ammonium Bromide), 50-150 parts of an HBP ethanol solution, 10-20 parts of a water reducer and 5-10 parts of a water retaining agent. Crack initiation in the concrete can be effectively avoided, meanwhile, a large number of pore structures formed in the concrete are matched, the permeability coefficient of the pervious concrete can be effectively increased, meanwhile, the stability of the pervious concrete structure can be improved, the compression resistance is improved, shrinkage is small, and freezing resistance is good.
