Wherein the polymer cement-based mortar is prepared from cement, fine sand, a flocculating agent, an accelerator and a powdery water reducing agent. The flocculating agent is synthesized from components such as a polypropylene monomer, and the accelerator is synthesized from components such as waterborne epoxy. According to the polymer cement mortar and the preparation method thereof, by arranging the flocculating agent and the accelerator, the fluidity and various mechanical properties of the polymer cement mortar in a marine environment are improved, meanwhile, the underwater dispersion characteristic of the polymer cement mortar is reduced, and the polymer cement mortar has good seabed surface leveling and repairing effects.
