The invention relates to a spoil resource utilization improved soil filling construction method which comprises the following steps: according to the property of spoil to be improved, preparing a corresponding soil stabilizer in a targeted manner; spoil and the soil stabilizer are mixed through high-automation movable integrated mixing equipment, and improved soil filler is formed; in the mixing process, water is sprayed according to the water content value of the improved soil filler, and the optimal water content is adjusted; and filling a landfill area with the improved soil filler. According to the technical scheme, the waste soil around the landfill area can be recycled to the maximum extent to form the improved soil filler, the special soil conditioner is prepared according to different chemical physical engineering mechanics of the waste soil, the waste soil around the landfill area meets the filling requirement, traditional outsourcing filler is replaced, and the cost is reduced. And the engineering cost is effectively reduced, and meanwhile, the ecological environment is effectively protected.
