The invention provides a double-hook marine crane pile driving barge and a construction method. The double-hook marine crane pile driving barge comprises a barge body, a double-hook crane, a pile gripper and an outwards-extending support. The double-hook crane is arranged on a deck of the ship body; the plurality of overhanging brackets are fixedly connected to the same ship board side of the ship body; the two pile holding devices are respectively connected with the overhanging bracket; the pile gripper can be connected with a precast pile in a sleeving manner; the double-hook marine crane pile driving barge places the precast pile on the pile gripper through the double-hook crane; moving the pile gripper and the overhanging bracket, and positioning the precast pile; the multiple precast piles sink to the seabed through the pile gripper and are locked; detecting the sinking position of the precast pile; and if the sinking position of the precast pile deviates from the preset precast pile position, the ship body is driven to the preset precast pile position, so that the problem that the construction efficiency of the pile driving barge is low is solved.
