The plugging unit comprises a plurality of plugging assemblies which are transversely spliced, each plugging assembly comprises two plugging plates which are spliced in an overlapped mode, a second receding hole is formed between the two plugging plates in the same plugging assembly, and the second receding holes are used for allowing transversely-distributed steel bars to penetrate through. A plurality of groups of connecting assemblies are arranged on the plugging unit and are used for detachably connecting the plugging unit and the stirrups. The plugging device has the advantages of being good in plugging effect, capable of being recycled, capable of saving energy and environmentally friendly.
