The invention discloses an RAP-steel slag thermal regeneration asphalt mixture and a preparation method and application thereof, the preparation method comprises the following steps: (1) primary regeneration: mixing RAP fine aggregate with an asphalt regenerant, and regenerating at the temperature of not more than 60 DEG C, so that the softening point of aged asphalt in the RAP fine aggregate is reduced by 15% or more to obtain regenerated RAP fine aggregate; (2) secondary thermal regeneration: heating the regenerated RAP fine aggregate to 130-150 DEG C, heating the steel slag coarse aggregate to 200-220 DEG C, adding new asphalt and mineral powder while hot, and mixing to obtain an RAP-steel slag thermal regenerated asphalt mixture; wherein the regenerated RAP fine aggregate accounts for 15wt%-45wt% of the total amount of the aggregate, the steel slag accounts for 55wt%-85wt% of the total amount of the aggregate, according to the method, two times of regeneration treatment are adopted, the utilization rate of the RAP fine aggregate can be obviously increased, and the pavement performance of the asphalt mixture with the doping amount exceeding 30wt% is also good.
