The invention relates to a capsule slow-release flocculant, a preparation method thereof and concrete. The capsule slow-release flocculant comprises a polyacrylamide terpolymer and a capsule coating, the polyacrylamide terpolymer comprises an acrylamide structural unit, an acrylic acid structural unit and an allyl-A-D-galactopyranoside structural unit, and the molar ratio of the three structural units is (50-70): (15-25): (15-25); the capsule coat is prepared from an acrylic monomer, styrene, an acrylate monomer and a cross-linking agent. In the preparation process, a whole set of appropriate test factor system is finally obtained by optimally designing process parameters in each step, so that the prepared capsule slow-release flocculant has excellent turbidity and expansion degree after being applied to underwater concrete. And the corresponding concrete also has excellent strength and salt tolerance.
