The throwing type flexible stopping system comprises a control system, a flight system, a throwing system and a net winding vehicle stopping system. The control system receives an interception instruction sent by the task execution personnel and sends the instruction to the flight system; after the flight system receives the instruction sent by the control system, a suspected vehicle is identified and tracked, an identification and tracking result is fed back to the control system, and the control system sends the instruction to control a putting system located on the flight system; after receiving an instruction sent by the control system, the throwing system throws the lower net winding vehicle stopping system, the lower net winding vehicle stopping system makes contact with a suspected vehicle, and the suspected vehicle is stopped emergently and safely in the mode that a deflation pin punctures tires for deflation and a stopping net locks axles. The arrangement time of a vehicle stopping system is shortened, the system stopping flexibility is improved, moving vehicles can be quickly and efficiently stopped, and safe stopping of the vehicles is ensured.
