The device comprises a device body, a motor is fixed to the front face of the device body, an output shaft of the motor penetrates through and is rotationally installed on the front face of the device body, a fishing device is arranged on the right side in the device body, the fishing device comprises a conveying belt set and an L-shaped shell, and the conveying belt set is rotationally installed in the device body; and a transmission shaft of the transmission belt group is fixed on an output shaft of the motor. According to the device, the conveying belt set is matched with the fixing plate so that the conveying belt set can fish garbage floating on the water surface through the fixing plate, the tool rest plate can cut the garbage on the water surface through the arrangement of the tool rest plate, and therefore the efficiency of follow-up garbage treatment of workers is improved, meanwhile, the tool rest plate cuts plastic bottles in the garbage on the water surface, and the labor intensity of workers is relieved. And the plastic bottle is cut and water in the plastic bottle is discharged, so that the water content in the garbage is reduced.
