The invention discloses a laying device capable of eliminating a cement stabilized macadam segregation zone and a using method. The laying device comprises a framework and a conveying device. A storage device is arranged at the upper end of the framework; the lower end of the framework is connected with a moving device and a vibrating device; the conveying device comprises a driving device and a spiral distributing device; the vibration device is arranged on the rear side of the driving device; and the spiral distributing device is used for loosening the segregation belt and fully mixing the cement stabilized macadam provided by the storage device with the segregation layer at the same time. Cement stabilized macadam and a segregation layer are fully mixed while the segregation layer is planed to be loose through the spiral distributing device, filling of the cement stabilized macadam is more sufficient, then the material supplementing position is rolled through the vibrating device to be more compact, air in the macadam layer is removed, and the working efficiency and the construction quality are improved.
