The construction method comprises the following steps: excavating a to-be-constructed area to form a horizontal construction surface; filling, leveling and compacting a horizontal construction surface; the surface of the side, close to the slope bottom, of the horizontal construction face is excavated to form a step structure; compacting the surface of the step structure and constructing on the top surface of the step structure to form an embankment foundation; constructing on the embankment foundation to form a panel foundation; a prefabricated panel is installed on the panel foundation to form a pouring cavity; bubble mixed light soil is poured into the pouring cavity, and a bubble mixed light soil layer is formed; and paving on the horizontal construction surface and the top surface of the bubble mixed light soil layer to form a road surface to obtain the embankment. According to the method, the roadbed of the expressway is filled with the bubble mixed light soil, for a narrow space, the mass of the bubble mixed light soil is easier to control compared with the mass of filled soil and stone, the bubble mixed light soil is not prone to being affected by rainwater, when the site is limited, the occupied area or the size of the retaining wall can be reduced, and the construction cost is saved.
