The invention discloses a DCM construction method for an offshore deep cement mixing pile with a horizontal cantilever. The DCM construction method comprises the following steps that a DCM engineering ship is driven to a preset position; based on the stratum distribution data and the design construction coordinates of the cement soil mixing piles, the construction mode of the mixing piles is determined; if the gradient of the rock stratum at the construction position is smaller than a gradient threshold value, a direct stirring construction mode is adopted; if the gradient of the rock stratum at the construction position is larger than a gradient threshold value, a horizontal cantilever reinforcing and stirring construction mode is adopted, specifically, a variable-diameter drill bit mechanism in a drilling machine system is used for downwards stretching into the surface of the rock stratum and drilling to form a conical hole located in the surface of the rock stratum, and a horizontal cantilever pile hole is further constructed; and the four-axis DCM drill bit performs downward stirring construction and grouting to form a stirring pile group. The horizontal cantilever has the advantages that the intelligent and automatic degree is high, the horizontal cantilever can adapt to different seabed rock stratum terrains, and the horizontal cantilever can be constructed on a rock stratum with a steep slope, so that the stability is improved.
