The construction method comprises the construction lowering process that a construction protection tool for enabling the pre-stressed anchor cable to penetrate through the anchor cable hole is used, and the anchor cable provides radial rolling buffering, radial displacement compensation and axial rolling supporting when the construction protection tool is used for lowering a supporting foundation into a downwards-inclined anchor cable hole. The hollow roller rolling along the axial line of the anchor cable provides axial rolling support for the swing of the anchor cable, the elastic force of the hollow roller provides radial rolling buffer for the anchor cable, and the hollow roller can provide radial displacement compensation for the anchor cable around the radial periphery of the steel sleeve, so that the damage to the steel sleeve caused by the swing of the anchor cable is reduced; the problem that the swing radial impact generated when the anchor cable is put down cannot be reduced is solved, and swing generated when the anchor cable is not put down is reduced.
