The invention provides construction equipment and method for an underwater anchoring foundation, and the construction equipment comprises a penetration power head which is internally provided with a vibration motor, a jet flow sand conveying channel and a jet flow sand flushing nozzle; the shell is connected with the injection power head; the isolating membrane is connected with the shell; the pressure-resistant hose penetrates through the shell and is connected with the injection power head; the water injection component is connected with the pressure-resistant hose; the grouting component is connected with the pressure-resistant hose; the anchor cable is wrapped outside the pressure-resistant hose; the water injection component is matched with the jet flow sand conveying channel and the jet flow sand flushing nozzle to form jet flow, and seabed silt around the injection power head is fluidized through the combined action of the jet flow and high-frequency vibration of the vibration motor, so that the whole equipment is injected into a seabed by virtue of self weight; and the grouting component is used for consolidating silt near the penetrating power head, the shell, the anchor cable and the isolating membrane together by injecting slurry with a consolidation effect to form the underwater anchoring foundation. According to the invention, the penetration posture in the bottom bed is controllable, the penetration depth is controllable, and a vertical anchoring foundation can be formed.
