The invention relates to a construction method for pulling out a prestressed pipe pile. The construction method comprises the steps of customizing a steel sleeve, driving the steel sleeve, precipitating and recycling slurry, pulling out the prestressed pipe pile, and backfilling, compacting and grouting a pile hole. The device has the beneficial effects that a customized steel sleeve bottom reinforcing technology is adopted, and the inverted triangular rib plates are adopted for reinforcing the bottom of the steel sleeve, so that the effect of reinforcing the steel sleeve is achieved, and meanwhile the device serves as a ground breaking auxiliary device; the high-pressure water pipe and the high-pressure air pipe are adopted at the bottom to form a high-pressure water-air curtain liquefied soil body, and the problem that a steel sleeve is difficult to drive is solved; a technology of treating and recycling slurry by using a three-stage sedimentation tank is adopted, and a filling material after the prestressed pipe pile is pulled out is processed and prepared by treating and recycling slurry solids by using the three-stage sedimentation tank, so that the construction cost is saved; a steel sleeve obstacle handling technology is adopted, and the problem that construction is hindered when a steel sleeve encounters obstacles in the steel sleeve driving process is solved through cooperation of a drilling machine and a drilling guide frame.
