The invention relates to a mud jacking device for locking water of a steel pipe pile cofferdam. The mud jacking device comprises a supporting frame, a mud jacking pipe, an annular air bag and an inflation pipe. The supporting frame comprises an upper supporting plate and a lower supporting plate, a certain distance is reserved between the upper supporting plate and the lower supporting plate, connecting rods are welded to the upper supporting plate and the lower supporting plate, a plurality of buckles are rotationally arranged on the edge of the upper supporting plate in the circumferential direction at equal intervals, and the lower ends of the buckles are located below the upper supporting plate and incline towards the outside of the upper supporting plate. The grouting pipe vertically penetrates through the upper supporting plate and the lower supporting plate; the annular air bag is located between the upper supporting plate and the lower supporting plate of the supporting frame and can extrude the lower end of the buckle to rotate towards the outside of the upper supporting plate in the inflated state, and the annular outer side face of the annular air bag protrudes out of the upper supporting plate and the lower supporting plate. The inflation tube penetrates through the upper supporting plate to inflate and deflate the air bag. Cement grout can be pressed into the outside of the steel pipe pile from the inside of the steel pipe pile in a high-pressure grouting mode, so that the steel pipe pile is tightly combined with a rock stratum, and the water stopping effect of the steel pipe pile cofferdam is improved.
