The basement ground drainage and heat preservation composite structure comprises a partition plate, a supporting column and a heat preservation mortar layer, the supporting column is arranged on the partition plate, the heat preservation mortar layer is arranged on the partition plate, the supporting column and the heat preservation mortar layer are located on the two sides of the partition plate respectively, the supporting column is arranged on the ground, and the partition plate is not in contact with the ground; a gap exists between the partition plate and the ground, and the partition plate is made of plastic. Compared with the prior art, the structure has the following beneficial effects that underground water is prevented from overflowing to the position above the partition plate through physical blocking of the partition plate and the heat insulation effect of the heat preservation mortar layer, meanwhile, water vapor in a basement is prevented from being condensed and separated out, and dryness above the heat preservation mortar layer is guaranteed.
