According to the device, the position of the U-shaped frame is adjusted to enable a plurality of vertical reinforcing steel bars to be located between the binding mechanism and the positioning mechanism, then a plurality of transverse reinforcing steel bars are placed between the two lowering mechanisms, then the lifting mechanism is started to adjust the height positions of the binding mechanism and the positioning mechanism, and then the two lowering mechanisms are started to release the single transverse reinforcing steel bar; and then the positioning mechanism is started, the two iron wires are automatically cut off and surround the connecting position of the transverse steel bar and the vertical steel bar in an X shape, then the binding mechanism is started, the two iron wires are twisted, the transverse steel bar and the vertical steel bar can be automatically bound, and a user can conveniently bind the steel bars.
