A cylinder with a changed position enables the unfolding landing position of a cable to deviate from a rigid rock protrusion or pit, a shaft rod is limited by clamping the cable into a clamping groove, and therefore the situation that the acting force of autoroatation of the winding drum does not need to be completely borne by the driving end of a second motor is avoided through limiting of the winding drum; and when the device works, the electric mounting plate descends, and the clamping piece can be pulled to move upwards through the steel wire rope to relieve fixation of the shaft rod.
