The method comprises the following steps: transferring channel steel on the outer side of a non-motorized vehicle lane to a curbstone position on the outer side of a sidewalk, cleaning the surface of the channel steel, brushing a release agent, rotating the channel steel on the inner side of the non-motorized vehicle lane to the inner side of the sidewalk, brushing the release agent, paving cement permeable cement stabilized macadam of the sidewalk, maintaining for 7 days, dismantling the channel steel, cleaning sundries, and pouring cement concrete. Curing for 7 days, mounting curbstones, and constructing a non-motorized vehicle lane asphalt concrete surface layer and sidewalk bricks.
