The metal pipe is provided with a plurality of through holes, the negative electrode of the power source is electrically connected with the metal pipe pile, and the positive electrode of the power source is electrically connected with the metal pipe. In addition, the invention further provides a construction method using the device, firstly, the metal pipe pile is used as a vacuum pressure applying and drainage channel, excessive water in a soil body is driven to be gathered and drained through air pressure difference, then electrochemical drainage is conducted by using the metal pipe pile as a cathode and a metal pipe as an anode, and finally the rigid pile is formed by pouring concrete. A series of problems of poor consolidation effect, long period, low bearing capacity and the like of conventional vacuum drainage are solved.
