External air enters the measuring cylinder, the air pressure in the measuring cylinder is reduced, the liquid level of the measuring cylinder descends accordingly, the descending amount of the liquid level directly reflects sedimentation of the monitoring part, the monitoring part reflects the sedimentation amount of soil on the ground, measurement is conducted through liquid, the sedimentation amount of the liquid level directly reflects the sedimentation amount of the monitoring part, and the monitoring error is small; and the liquid amount is adjusted through the liquid supplementing part, so that the effect that the initial value returns to zero is achieved.
