Comprising a monitoring unit used for receiving a measurement signal and obtaining a settlement value according to the measurement signal; the measuring unit comprises a ground supporting assembly, an embedded pipe and a measuring assembly used for soil layer settlement measurement, the ground supporting assembly comprises a supporting frame used for being fixed to the ground, and an equipment room is arranged on the supporting frame; one end of the embedded pipe is arranged in the equipment room, and the other end of the embedded pipe is embedded in a to-be-monitored soil layer; the measuring assembly comprises a measuring bin part, a tubular electric bus and a liquid circulation assembly. The measuring assembly and the embedded pipe form a resistance-free measuring connection structure, so that the measuring assembly overcomes the problem that an existing embedded measuring device can only move along a fixed rail and cannot move along with actual settlement of a soil layer.
