According to the water retaining device, when the risk of flooding exists, the water retaining plate can rotate to be in a vertical state, so that water retaining can be conducted, after rainstorm flood is faded out and in the rotating and resetting process of the water retaining plate, garbage on the surface of a supporting plate which is located below the water retaining plate and supports the water retaining plate can be automatically cleaned, and therefore it is guaranteed that the water retaining plate resets smoothly, and the service life of the water retaining plate is prolonged. An electric push rod is adopted to drive a water baffle to move, safety and reliability are high, rotation of a roller on the surface of the supporting plate can be achieved while garbage on the surface of the supporting plate is cleaned, the garbage accumulated on the roller is conveyed in the direction close to the side plate and falls out through a storage opening, and therefore the situation that the garbage cannot be separated from the supporting plate is avoided; and the garbage can be cleaned more thoroughly.
