The invention discloses a dredging and desilting device which comprises a mud pumping pipe which comprises a first part and a second part which are connected in a sealing and rotating mode. The drill bit is communicated with the second part, and a plurality of first mud suction holes are formed in the drill bit; each mud guide pipe is communicated with the second part, the other end of each mud guide pipe is open, and a plurality of second mud suction holes are formed in each mud guide pipe; the first sleeve is coaxially and rotatably arranged on the first part in a sleeving manner; one mud guide pipe is correspondingly provided with one first connecting rod, one end of each first connecting rod is hinged to the first sleeve, and the other end of each first connecting rod is hinged to the other end of the corresponding mud guide pipe. While the sludge suction range is widened, efficient and long-time normal suction operation of the sludge suction pipe and the pump body is guaranteed, and the river sludge cleaning efficiency is greatly improved through double insurance.
