The invention relates to the technical field of bridge pier safety protection, and discloses a mooring rope adjusting balance method for an anchoring type anti-collision facility under the restrictive water depth condition, the anti-collision facility comprises a buoyancy tank, adjusting assemblies, two anchor piles, two mooring ropes and a buffering assembly, the buffering assembly is located on the upper side of the buoyancy tank, and the two adjusting assemblies are located on one side of the buoyancy tank; when the water level in the river drops, the redundant cable is wound around the outer side of the rotating shaft under the action of resilience force of the coil spring, and when the water level in the river rises, the buoyancy of the buoyancy box is larger than the resilience force of the coil spring, so that the coil spring continues to be compressed, and the cable wound around the outer side of the rotating shaft is released by a certain distance; and the mooring rope is pulled to be wound on the outer side of the rotating shaft through resilience force of the coil spring, so that the buoyancy tank is always stably located on the water surface on one side of the bridge, the buoyancy tank cannot drift to other positions when the water level rises or falls, and the stability of the anti-collision facility during use is guaranteed.
