The invention provides a landing device and the like which can enable a flying body to safely land even under strong wind. This landing device comprises: a first region on which a flying body is landed; a windproof part which has a prescribed height and covers at least a part of the periphery of the first region; and a second region which is separated from the windproof part and in which the flying body is lowered to a prescribed flight height. The flight height is a height lower than a predetermined height of the windproof portion. The second region is a region selected from a plurality of permissible regions in which vertical descent is permitted. A part of the windproof part is formed by a net.
