The invention discloses a water outlet device and a shower. The water outlet device comprises an air supply part, a switch valve, a waterway valve body and a pneumatic control valve. The gas supply part is used for storing carbon dioxide gas; the switch valve is communicated with the air supply part; the waterway valve body is provided with a water inlet flow channel, a first branch flow channel communicated with the water inlet flow channel, a second branch flow channel communicated with the water inlet flow channel and a water outlet flow channel; the pneumatic control valve is communicated with the switch valve and is used for controlling the opening or closing of the first branch flow channel according to the opening or closing state of the switch valve; the second branch flow channel is communicated with the switch valve, when the switch valve is in an open state, carbon dioxide gas enters the second branch flow channel, the first branch flow channel is closed by the pneumatic control valve, and the water inlet flow channel is communicated with the water outlet flow channel through the second branch flow channel; when the switch valve is in a closed state, the pneumatic control valve opens the first branch flow channel, and the water inlet flow channel communicates with the water outlet flow channel through the first branch flow channel and the second branch flow channel.
