The invention discloses a brick paving device and a brick paving robot. The brick paving device comprises a flange plate and a brick paving device, wherein the flange plate comprises a mounting surface; the plurality of adsorption assemblies are mounted on the mounting surface and are used for adsorbing bricks; and the multiple pressing assemblies are installed on the installation face, the pressing assemblies are used for pressing the laid bricks, and the installation heights, relative to the installation face, of the adsorption assemblies and the pressing assemblies installed in at least part of the area of the flange plate are adjustable. According to the brick paving device disclosed by the embodiment of the invention, the mounting heights of the adsorption assembly and the pressing assembly are adjusted, so that when the brick paving device is compatible with paving of bricks of different sizes, the adverse effect on the paved bricks can be reduced, and good paving of the bricks of different sizes is realized.
