The invention discloses a high-toughness noise-reduction semi-flexible pavement and a preparation method thereof.The pavement is prepared by pouring an asphalt mortar grouting material into a large-gap cement concrete matrix, the asphalt mortar grouting material comprises, by mass, 5.5-6.5% of emulsified asphalt, 0.5-1.5% of natural sand, 0.5-1.5% of rubber particles and 0.5-1.5% of rubber oil, and the mass ratio of the emulsified asphalt to the natural sand to the rubber particles to the rubber oil is 100%. The mass ratio of the natural sand is 80%-86%, the mass ratio of the rubber particles is 6%-12%, and the mass ratio of the rubber oil is 1.5%-2.5%. The elastic performance of the rubber particles is utilized, the toughness of the bottom of the base body is effectively improved, meanwhile, energy borne by the structure is converted into elastic energy, the purposes of reducing noise and protecting the safety of the structure are achieved, the high toughness and noise reduction of the semi-flexible pavement are improved, meanwhile, carbon emission of semi-flexible pavement construction is effectively reduced, and remarkable social and economic benefits are achieved.
