The invention discloses a device and method for dismantling an old bridge through a newly-built bridge, a main frame body of a hanging basket bailey frame stretches across the bottom of the newly-built bridge, two ends of the main frame body are respectively connected with an outer frame body extending upwards along the outer side of the newly-built bridge body, and the upper end of each outer frame body is provided with a top frame body transversely extending to the position above a bridge floor; the top frame body is provided with a first longitudinal walking wheel and a first jack supporting leg which are supported to a bridge floor; a main frame body of the hanging basket bailey truss is provided with a transverse guide rail, a movable hanging frame is movably arranged on the main frame body, and the movable hanging frame is provided with a first transverse walking wheel supported on the transverse guide rail; and the lifting mechanism is arranged on the movable hanging frame and is connected with a lifting appliance for hanging and taking the old bridge. According to the device and the method, the hanging basket bailey truss capable of being longitudinally moved and adjusted is combined with the movable hanging frame capable of being transversely moved and adjusted and the hoisting lifting mechanism to demolish the old bridge, and the device and the method have the advantages of being simple in operation step, small in construction workload, stable and safe in hoisting and the like.
