The invention provides a blocking device and a blocking method for a through-wall hole for a building. An outer side baffle of the blocking device blocks the outer side of the hole; the bottom plate is fixed on a wall body below the hole; the two T-shaped fixing pieces are fixed to the portions, on the two sides of the hole, of the wall body, and four clamping openings are formed between the two T-shaped fixing pieces and the wall body. During construction, firstly, the outer side baffle, the bottom plate and the two T-shaped fixing pieces are fixed to the corresponding positions of a wall body; the two clamping strips of the dustpan opening are inserted into the first bayonet and the fourth bayonet; concrete is poured into the dustpan opening, and the concrete flows into the opening; the vertical plate of the L-shaped baffle is inserted into the second bayonet and the third bayonet; and the dustpan opening is removed, and redundant devices are removed after the concrete in the opening is initially set. The dustpan opening can be dismantled before initial setting of concrete, so that the concrete in the dustpan opening can be easily cleaned, redundant concrete convex blocks do not need to be chiseled, and the dustpan opening can be quickly put into the next hole plugging construction.
