The soil stabilizer comprises the following components: raw materials and a composite exciting agent, wherein the raw materials comprise water slag powder, steel slag powder and fly ash; wherein the content of the composite exciting agent is 10-15 parts by weight, the content of the water granulated slag powder is 40-60 parts by weight, the content of the steel slag powder is 20-30 parts by weight, and the content of the fly ash is 10-20 parts by weight. The potential hydraulic gelling property of the industrial solid waste is utilized, the composite exciting agent is used, so that the soil stabilizer has higher hydraulic gelling property, meanwhile, resource utilization of the industrial solid waste such as the water granulated slag, the steel slag, the fly ash and the tail mud is achieved, and the problem that the industrial solid waste is piled up for a long time and occupies land and cannot be consumed is solved.
