The potential hydraulic gelling property of the industrial solid waste is utilized, the composite exciting agent is used, so that the soil stabilizer has higher hydraulic gelling property, meanwhile, resource utilization of the industrial solid waste such as the water granulated slag, the steel slag, the fly ash and the tail mud is achieved, and the problem that the industrial solid waste is piled up for a long time and occupies land and cannot be consumed is solved.
