The invention provides a self-repairing covering layer with tailing sand as a main material and a construction method of the self-repairing covering layer. The covering layer is laid on the landfill layer and comprises a coarse tailing salt isolation layer, a fine tailing water isolation layer, a coarse tailing capillary isolation layer, a fine tailing water storage layer and a fine tailing nutrient soil layer from bottom to top, and the fine tailing water storage layer is formed by mixing tailing sand and hydrophilic minerals; the fine tailing water-resisting layer is a key layer of the covering layer structure for exerting the anti-seepage and air-closing effects and is formed by mixing tailing sand, bentonite, hydrophilic polymers and polypropylene fibers. The industrial solid waste tailing sand is utilized, resource utilization of the tailing sand is achieved, land resources are saved, and meanwhile the construction cost of the covering layer is reduced; the defects that in an existing horizontal covering technology, a geomembrane-containing covering system completely isolates ecology, plant growth is not facilitated, a traditional soil covering system is prone to cracking, and consequently the anti-seepage performance is degraded are overcome.
