The invention relates to a grouting pipe for driving a pipe in a roadbed and a soft stratum, which comprises an external grouting steel pipe, a grouting inner pipe connected to the external grouting steel pipe in an up-down sliding manner, and a conical head, the lower end of the inner grouting pipe penetrates through the outer grouting steel pipe and then is fixedly connected with the conical head, the upper end of the inner grouting pipe is limited in the outer grouting steel pipe through a limiting plate on the outer side of the upper end of the inner grouting pipe and a baffle at the lower end of the outer grouting steel pipe, and grouting holes are formed in the circumferential side of the inner grouting pipe. The grouting inner pipe is sleeved with a rubber sleeve, and an open hole is formed in the position, corresponding to the grouting hole, of the rubber sleeve. The construction method of the grouting pipe comprises the following steps that a grouting point is determined, the grouting pipe is arranged at the grouting point, and lifting type grouting is conducted. Segmented and quantitative grouting is achieved, the sleeve valve pipe grouting effect is achieved, meanwhile, the working procedures of drilling, casing material pouring and maintaining and the like in sleeve valve pipe construction are simplified, the construction technology is greatly simplified, and the construction cost is reduced; and by adopting a pipe driving method, the casting maintenance of the casing material is reduced, and the construction period is greatly shortened.
