According to the method, a steel bar set is arranged in a parapet wall, and an embedded pipe assembly and the steel bar set are bundled, so that the parapet wall is reinforced, the embedded pipe assembly is prevented from being shocked to tilt or displace during concrete pouring, and the construction efficiency is improved. The first embedded pipe is arranged on the structural beam, and the second embedded pipe is arranged within the range of 1/3 of the bottom of the parapet wall, so that the parapet wall is prevented from being damaged by tension of a scaffold assembly, and compared with an existing lifting scaffold, the lifting scaffold can climb one more layer so as to effectively protect the working face of the flower stand; compared with a traditional cantilever I-shaped steel scaffold, a cantilever frame does not need to be erected, and potential safety hazards and construction period delay caused by the fact that the climbing frame is dismantled and then the cantilever frame is installed can be avoided.
