The invention discloses an intelligent device for cleaning garbage floating on the ocean water surface. The intelligent device comprises a balance weight cylinder; the floating body is connected with the counterweight cylinder through a connecting arm assembly; the buoy is radially arranged in the counterweight cylinder in a sliding manner; and the driving mechanism at least comprises an electric telescopic rod which is used for driving the buoy to stretch out and draw back at the end opening of the counterweight barrel. The intelligent device for cleaning the floating garbage on the ocean water surface is simple in structure and rapid and convenient to clean, fixed-point throwing and automatic garbage collection can be achieved, the actual operation cost is far lower than that of manual fishing, little manpower is occupied, and only regular garbage recycling needs to be conducted.
