A sealing layer is poured on the top face of the lower filling component at the stretching steel sheet pile and the waterproof curtain; the lower filling component is filled with an upper filling component, a water passing box culvert is arranged in the filling process of the upper filling component, and an anti-scour wall and a water falling groove are poured at the outlet position of the water passing box culvert; a working well connected with an outlet of a water intercepting and draining ditch on the bank of the reservoir is mounted at an inlet of the water passing box culvert; filling of the upper filling component is completed; an upper upstream face protection slope is laid on the upstream slope face of the upper filling component, a sealing layer is poured on the top face of the upper filling component, and a downstream face protection slope is laid on the downstream slope face of the cofferdam.
