The invention provides a vacuum insulated panel composite outer formwork which comprises a heat insulating layer and a mortar reinforcing layer, and the heat insulating layer comprises a butt-splicing connector, an outer frame and at least two vacuum insulated panels; the butt-joint plug connector is made of a hard plastic material, the side edges of the two vacuum heat insulation plates are inserted into the two splicing grooves of the butt-joint plug connector respectively, a complete plane is formed, and a heat insulation layer is formed; the outer frame is made of a hard plastic material, the cross section of the outer frame is in the shape of a right square bracket, the side edge of the heat insulation layer is inserted into a fixing groove of the butt-joint plug connector, and the mortar reinforcing layer is located on the heat insulation layer. The invention further provides a cast-in-place concrete heat preservation system of the vacuum heat insulation plate composite outer formwork, and the cast-in-place concrete heat preservation system comprises a pulling and anchoring part and a concrete wall body. A through hole is formed in the position, corresponding to the connecting part of the splicing connector clip, of the vacuum insulated panel composite outer formwork, and the tie anchoring part is inserted into the through hole and used for being connected with a concrete wall.
