The device comprises a steel reinforcement cage and a connecting disc installed at the bottom of the steel reinforcement cage, a plurality of supporting steel bars are arranged at the bottom of the connecting disc in a circular array mode, a plurality of supporting insertion plates are installed on the peripheral side of the connecting disc in an array and sliding mode, and the sliding axes of the supporting insertion plates point to the axis direction of the steel reinforcement cage. The guide pipe makes contact with the two arc-shaped grooves, so that the guide pipe is guided to be coaxial with the reinforcement cage, the follow-up concrete circulation performance is guaranteed, after concrete is poured into the guide pipe, the concrete penetrates through the bottom end of the guide pipe and then penetrates through the trigger piece to fall into the base hole, and therefore the multiple supporting insertion plates move in the axis direction away from the reinforcement cage through the trigger piece; and therefore, the supporting insertion plates are inserted into the side walls of the base holes, and the phenomenon that the reinforcement cage floats upwards is prevented through limiting of the supporting insertion plates in the concrete pouring process.
