The invention relates to the field of building materials, and particularly discloses a low-carbon cementing material and a preparation method thereof. The low-carbon cementing material comprises the following raw materials in parts by weight: 40-55 parts of an active component, 30-45 parts of a filling component and 10-15 parts of an exciting agent component, the active component comprises the following raw materials in parts by weight: 5-10 parts of cement clinker, 25-35 parts of slag powder, 8-12 parts of fly ash, 5-8 parts of coal gangue and 5-8 parts of red mud; the exciting agent component comprises the following raw materials in parts by weight: 5-10 parts of desulfurized gypsum, 6-9 parts of carbide slag and 4-6 parts of an exciting agent auxiliary agent. According to the low-carbon cementing material disclosed by the invention, various types of exciting agents are used for exciting and activating different types of industrial solid wastes in the active components, so that the potential activity of each component in the active components is fully excited, and the prepared cementing material is promoted to have excellent early strength and activity index.
