The steel-concrete combined high-strength and high-ductility pre-stress bar concrete structure comprises a concrete beam main body, the concrete beam main body is a cast-in-place concrete structure after formwork erecting, a reinforcement cage is arranged in the concrete beam main body and comprises a stirrup set, C-shaped steel and NPR pre-stress bars, the stirrup set comprises a plurality of stirrups arranged at intervals, and the C-shaped steel is connected with the NPR pre-stress bars. C-shaped steel is welded to the top of the stirrup set and wraps the top of the concrete beam body, at least one NPR pre-stress rib is arranged in the stirrup set in a penetrating mode, the NPR pre-stress rib is fixedly connected with the stirrup set, the two ends of the NPR pre-stress rib extend out of the concrete beam body, and anchorage devices are arranged at the two ends of the NPR pre-stress rib in a sleeving mode. According to the invention, the C-shaped steel and the concrete are cooperatively stressed, so that the damage mode that the concrete in the stressed area of the NPR reinforced concrete structure is crushed is overcome; by adopting the NPR pre-stressed ribs, the tensile property of the pre-stressed tendons in the steel-concrete composite structure is improved, the ductility of the steel-concrete composite structure is improved, and the high strength and the high ductility of the concrete structure are further improved.
