A hydraulic system of a hydraulic shovel is provided with a working state determination unit and a valve control unit. When it is determined that the working state of the working machine is a re-excavation state, the working machine is re-excavated. The valve control unit restricts the flow of hydraulic oil from the first hydraulic pump to the boom cylinder, supplies hydraulic oil from the second hydraulic pump to the boom cylinder, and supplies hydraulic oil from both the first hydraulic pump and the second hydraulic pump to the arm cylinder. The first boom operating valve, the first arm operating valve, the first bucket operating valve, the second boom operating valve, the second arm operating valve, and the second bucket operating valve are controlled so as to supply hydraulic oil to the bucket cylinder from one or both of the first hydraulic pump and the second hydraulic pump.
